Haringey Unearthed

Haringey Unearthed is a grants programme delivered as part of Haringey’s London Borough of Culture. The programme supports artists, collectives and grassroots organisations to develop and deliver high-quality creative activity rooted in Haringey’s stories, communities, places and histories.

The programme aims to uncover and amplify local creative voices, strengthen the borough’s cultural ecosystem and ensure year-round cultural engagement across all neighbourhoods.‍

Programme Priorities

Haringey Unearthed aims to support high-quality, locally rooted creative activity that reflects, serves and strengthens Haringey’s communities. The programme prioritises projects that demonstrate artistic ambition alongside meaningful social impact.

Through Haringey’s London Borough of Culture, the programme seeks to:

  1. Increase and broaden participation in arts and culture, particularly among our priority communities
  2. Support cultural activity relevant to local people, histories, places and lived experience
  3. Enable creative activity across the borough, including non-traditional and public spaces
  4. Offer meaningful opportunities for collaboration, participation and volunteering
  5. Build the capacity, skills and ambition of Haringey-based artists, collectives and cultural organisations
  6. Support intergenerational engagement and shared learning
  7. Ensure fair and equitable investment, including targeted support for activity in the borough’s most disadvantaged wards, such as Northumberland Park, Bruce Castle, and South Tottenham, but recognising that there are pockets of deprivation in other parts of the borough, such as parts of Hornsey and Wood Green.

Applicants must demonstrate how their project responds to at least three of the above priorities. Haringey Culture Collective reserves the right to ensure that funded projects contribute to a balanced, inclusive and varied cultural programme across the borough.

Programme Communities

The programme particularly welcomes applications from individuals and organisations who identify as members of:

  • Latine communities
  • Black British, African or Caribbean communities
  • People of Turkish and/or Kurdish heritage
  • LGBTQI+ communities
  • Disabled people
  • Children and young people (under 25 years old)
  • Over 65s


These communities are a vital part of Haringey’s population and cultural identity, yet they have historically been under-represented in cultural funding and programming. Prioritising these groups helps ensure a more equitable distribution of resources, supports a wider range of voices and lived experiences, and better reflects the diversity of the borough within the cultural programme.

Programme Themes

All applications must respond to at least one of the following themes:

Climate:
Projects that engage with sustainability, climate action or environmental futures, including activity in green and blue spaces.

Rebel Borough: Projects that explore radical histories, social movements and cultures of resistance associated with Haringey.

Art in Unexpected Places: Projects that present creative work in surprising locations or through unusual partnerships.

Health and Wellbeing: Creative health projects that address isolation, wellbeing, social connection, disability, movement and sport.

Cultural Calendar: Community Grants prioritise projects aligned to the Cultural Calendar, which reflects and celebrates cultural dates and events that are meaningful and important to Haringey’s diverse communities, including but not limited to:

  • Holocaust Memorial Day (27th January)
  • LGBTQI+ History Month (February)
  • International Women’s Day (8th March)
  • Pride (June)
  • Windrush Day (22nd June)
  • South Asian Heritage Month (July)
  • Black History Month (October)
  • UK Disability History Month (mid-November to mid-December)
  • Religious festivals (Diwali, Eid, Channukah, Christmas, Easter etc)

Eligibility

Applications may be made by:

  • Individual artists aged 18 or over
  • Community groups
  • Voluntary, not-for-profit and social enterprise organisations
  • Charities 
  • Sole trader

Additional Eligibility Criteria

  • Applications for any art form will be considered
  • Applicants do not need to live or work in Haringey; however projects must be delivered in Haringey or exclusively benefit Haringey residents
  • Applicants based outside the borough must demonstrate meaningful engagement with local artists or communities
  • No projects will be funded retrospectively
  • Community Grants will be delivered on a rolling basis following the Cultural Calendar
  • All Small Grants, Emerging Grants and Legacy Grants need to be delivered between May 2027 and June 2028
  • Applicants must have a valid bank account in the name of the applicant/organisation.
  • We want the majority of our projects to be free for Haringey audiences.

Applications must consider this when preparing budgets. However, if a box office or ticketable income is part of your match funding, please explain how you would still make some tickets available to Haringey residents, at either reduced prices or for free.

Grant Levels and Match Funding

Applicants applying for grants above £5000, i.e. Emerging Grants and Legacy Grants, will be required to secure match funding of 10% of the grant awarded for grants up to £10,000 and 20% match funding for grants above £10,000.

The maximum grant per applicant across the programme is £40,000.

Please bear in mind the grant amounts above are funding brackets, and that you should cost your project according to need. Our judging criteria does include budget management and value for money.

Fair Pay – We expect grantees to pay themselves and anyone working on the project a fair rate, of at least London Living Wage. In your budget breakdown please clarify the number of days or hours and the rate, so we can see how you have calculated any fees. 

In-Kind Funding

In-kind contributions are non-cash resources that have a real, demonstrable value to your project. Eligible examples, and they should be costed, include:

  • Volunteer time — National Living Wage rate (or sector rate if higher, with justification)
  • Donated materials or equipment — Comparable local market rate
  • Free or discounted venue/space — Comparable local market rate
  • Professional services —Current retail or replacement value

Funding Rounds Schedule

The application close date is the final submission date for Community Grants, and the first submission date for all other grant types. After the decision date, applicants of Small, Emerging and Legacy grants will be notified if they are invited to the final submission stage.

We expect it will be approximately two months from submission to a final decision.

Assessment Process

All stages of the application will be evaluated by resident panels in conjunction with the Haringey Culture Collective team.

Decision Making Panel

All funding decisions are made by a panel convened by Haringey Culture Collective, composed of resident representatives, cultural practitioners and Haringey Culture Collective / London Borough of Haringey team members. The second stage of submissions will be assessed by Haringey Culture Collective and London Borough of Haringey team members.  Panel members are required to declare any conflicts of interest prior to assessment, and no member may participate in decisions where a conflict exists. All decisions are made collectively, with no single individual holding the authority to approve or reject an application alone.


Community Grants – Simplified Assessment

Community Grants follow a simplified assessment and benchmarking process. Applications are assessed on alignment with community benefit, feasibility and value for money. Decisions are made by the deicision making panel, convened every three months.


Small, Emerging and Legacy Grants – Two Tiered Assessment

Applications follow a two-tiered assessment process. In the first tier, applicants respond to a set of straightforward questions about their project idea, which are reviewed by the decision-making panel. Shortlisted applications then progress to the second tier, where they are assessed by the Haringey Culture Collective team panel and the decision making panel are consulted. At this stage, applications are scored against a set of published assessment criteria (see below).

Application

Applications must be submitted online. Only information included in the application form will be assessed. Alternative formats may be available on request.‍

Application Support

Haringey Culture Collective is committed to supporting applicants throughout the process, particularly those who may be new to applying for funding. We offer monthly coffee mornings held on the first Thursday of every month, providing informal opportunities to meet the Grants Coordinator and team, ask questions, discuss project ideas and network. We will also offer skills building such as CV workshops, budgeting and how to make your project accessible.

Notification of Outcome

Applicants will be notified by email. Successful applicants must formally accept the offer within two weeks.

Payment Arrangements

Community Grants are paid in one instalment following confirmation of award.`

Small and Emerging Grants are paid in two instalments: 80% on commencement and 20% on completion (subject to project report).

Legacy Grants are paid in three installments: 50% on commencement, 30% mid delivery (subject to project update) and  20% on completion (subject to project report)

Partner and Collaborations

We expect that the majority of funded projects will have confirmed partners in place for project delivery (e.g. venues, match funders and collaborators), however if you expect to engage partners, please indicate when you expect these to be confirmed.

Project Monitoring and Evaluation

Monitoring requirements are proportionate to the size of the grant. Community Grants follow simplified reporting. Other grants require interim and/or final reports, and will be detailed in our monitoring guidelines.

Documentation

We do not have the capacity to offer documentation (photographing or filming the process) to all funded projects, so please include this in your project plan.

Unsuccessful Applications

We have limited capacity, but we will endeavour to supply feedback (where requested) to applicants that went through to the second tier of the Small, Emerging or Legacy grant applications. Applicants may reapply in future rounds, if the application has been updated based on feedback.

If your idea has potential then we may invite you to re-apply in a future round. In this instance, we would offer feedback on your initial application and we would expect you to update your application accordingly. We will not consider your application again if we have not given feedback for amendments.

You can apply to another future round even if you’ve been awarded a grant already, but you cannot have two live funded projects at any given time, and we will prioritise new applicants.

Communicating the Funding

All funded activity must acknowledge Haringey’s London Borough of Culture and support and follow branding guidelines.

Appendix A - Documents Required Upon Offer of Grant

  • Two professional references
  • UK bank account that correlates to name of individual or name of organisation
  • Public liability insurance 
  • Organisation constitution (where applicable) 
  • Safeguarding and DBS documentation where relevant
  • Evidence of partnership (eg: a contract, agreement or letter on headed paper)

FAQs

How do I know which level to apply for?

Your choice depends on your experience, the size of your team, and the scale of your project:

  • Individuals & Small Groups with limited experience delivering creative projects: May apply for community or Small Grants.
  • Individuals/organisations/charities with a track record for delivering creative projects: May apply for Emerging and Legacy grants.
  • Timeline: Our year as London Borough of Culture will run from May 2027 to May 2028. All Small, Emerging and Legacy Grants will be required to be delivered within this time period. Please ensure you apply in the round that aligns with your delivery window. Community Grants will be deliverable from Haringey Unearthed launch, in line with the Cultural Calendar.
  • Reach: Are you aiming to reach a small local group or the entire borough? Scale your request to your projected impact.
Can I apply as an individual?

Yes. Applications are welcome from individual artists aged 18 or over, as well as from community groups and organisations.

Can I apply if I am under 18?

No. Applications can only be accepted from individuals aged 18 or over.Projects are encouraged to involve children and young people as participants where appropriate.

Can I apply in partnership with another artist or organisation?

Yes. Partnerships are encouraged.

One individual or organisation must act as the lead applicant, and take overall responsibility for delivery, liability and receiving and administering the grant payment.

We also welcome proposals that enable participation in and sharing of cultural experiences across Haringey, linking different communities and creating connections between the East and the West of the borough, showing how culture can help break down barriers, both real and perceived.

Do you accept international submissions?

Yes. However, you must show how your project will be delivered in Haringey and/or be for the benefit of Haringey residents, as audiences or participants.

I’ve received funding from Haringey Council before, can I apply again?

Yes. However, you must show how your project will be delivered in Haringey and/or be for the benefit of Haringey residents, as audiences or participants.Yes, provided that:

  • The previous project has been completed
  • All required evaluation and reporting has been submitted
  • Any outstanding payments have been resolved

If a previous project is still ongoing, you may need to wait until a future funding round.

I’m just starting to make work and haven’t produced something before. Can I still send a submission?

Yes, and we strongly encourage new and emerging artists of all disciplines to submit. You may be best positioned to apply for one of our Community or Small Grants.

I’ve been turned down for a grant in the past, can I apply again?

If your idea has potential then we may invite you to re-apply in a future round. In this instance, we would offer feedback on your initial application and we would expect you to update your application accordingly. We will not consider your application again if we have not given feedback for amendments. We may also invite you to re-apply if, for example, your application is better suited to a later round that aligns with our cultural calendar.

Can I apply if I work for Haringey Council?

London Borough of Haringey employees cannot apply for a grant in relation to a council or department project, but may apply in a personal capacity. You may also, in the capacity of a support officer or similar, be a partner to a community organisation in their application and delivery. You may not be the lead applicant but may take a supportive role and help facilitate the process for another group.

What kind of projects will you fund?

We welcome applications across all art forms, including (but not limited to):

  • Visual arts
  • Performance and live events
  • Film and digital
  • Music
  • Heritage and oral history
  • Participatory and community-led cultural activity

Your project should be creative and align with the programme priorities and respond to at least one programme theme. You can find our priorities and themes above. If you are unsure whether your idea is suitable, please refer to the Grants Guidelines.

What don’t you fund?

  • Projects that do not align with the programme’s priorities and themes
  • Political campaigning
  • Core/ongoing organisational running costs (e.g. rent or utility bills not related to the project)
  • Projects that have already started
Can I include volunteers?

Yes. We encourage the involvement of volunteers where appropriate. London Borough of Culture will run a volunteer’s programme from 2027, if you need support with finding volunteers, we will be able to support you.

If volunteers are part of your project, you must clearly describe their role in your application and ensure appropriate safeguarding, insurance and support arrangements are in place. Volunteer expenses may be included as eligible project costs.

Can we apply to cover the core running costs of our organisation?

No. This funding does not support core or ongoing organisational running costs.Funding is for time-limited creative projects only, and all costs must relate directly to delivering the proposed activity. You may fund staff time that is directly spent on the project, but you must make this clear in your budget. Your project must have a start and an end date.

I’ve already started my project – can I still apply for funding?

We do not fund projects that have already been completed, or an activity that has already taken place. If you have begun research and development on a project then this is permitted and you may apply. For example, a film or theatre project may have begun part of the production process, but requires funding to finish. In this instance we expect our funding to lead to delivery.

Can I submit more than one application?

You may submit only one application per funding round.
You can apply to another future round even if you’ve been awarded a grant already, but we will prioritise new applicants.

How likely is it that my project will be awarded a grant?

We cannot guarantee that any application will be successful. Funding is competitive and decisions are based on assessment against published criteria and available budget.

To improve your chances, ensure your application:

  • Meets the eligibility criteria
  • Responds clearly to the programme priorities and themes
  • Includes a realistic budget and delivery plan
  • Demonstrates strong public engagement and accessibility
How do I submit my application?

Applications should be completed online. However, we offer flexibility:

  • Alternative Formats: You can request paper applications or large print copies. Requests must be made no less than two weeks in advance of the application deadline.
  • Access Needs: We accept applications via video submissions.
  • Extra Time: If you have disability-related access needs, please contact us to discuss extensions or support. 
  • If you would like this document translated into another language, please email opportunities@haringeycollective.com and we will endeavour to help.
I’m having trouble with the online form, what should I do?

Contact the programme team immediately at opportunities@haringeycollective.com. We can provide guidance to help you complete the submission.

I have other access and support needs that require funding, is this available?

We do not have specific funding for additional support during the application process. 

If you have been awarded a grant and you have access needs that support the delivery of your project, please get in touch via opportunities@haringeycollective.com. We may be able to consider support costs that do not exceed 10% of your overall budget.

We will also host a coffee morning on the first Thursday of every month, which is an opportunity to discuss the grants scheme and application process in person and in a supportive environment. We will have printed copies of the application form available. The first coffee morning will take place on Thursday 4th June 2026.

How much can I apply for?

You can apply for grants ranging from £700 to £40,000, depending on the grant type.

Applying for a larger amount does not reduce your chances of success. However, larger grants require:

  • Clear evidence of value for money
  • Appropriate experience and capacity
  • Confirmed match funding where required

We may offer a lower grant than requested where appropriate.

What is your policy on fair pay?

Match funding depends on the size of the grant:

  • Community and Small Grants  – no match funding required

  • Legacy Grants of £10,000–£40,000 – 20% match funding with minimum 10% in cash

Match funding should be clearly shown in your budget.All applicants must budget for fair pay, with a minimum of London Living Wage. We also encourage fair pay for artists. Please refer to the Artists' Union England Pay Rates when budgeting for fees.

Should I factor in contingency into my budget?

Yes at least 5% for Community grants and at least 10% for Small, Emerging and Legacy grants.

I don’t have Public Liability Insurance (PLI). Can I still apply?

Yes, but you must have it before your project starts. You should include the cost of insurance in your grant budget and you will be required to share your insurance certificate after being awarded. The NCVO recommends Zurich, please see here.

Are there any safeguarding or DBS checking requirements?

Yes. If your project involves working with children, young people, or vulnerable adults, you must have appropriate safeguarding measures in place. You can find guidance and a template via NSPCC, please see here.

This includes ensuring that anyone delivering regulated activities holds a valid DBS check at the correct level. Guidance on how to apply for a DBS check can be found via Gov.UK, here

All events or projects must create a risk assessment and submit to the Grants Coordinator. You can find a template via Gov.UK, here.

Where can my project take place?

Projects must be delivered in Haringey and/or be for the benefit of Haringey residents, as audiences or participants.

In some cases, activity may take place outside the borough where this clearly benefits and/or represents Haringey. This must be justified in your application.

When does my project need to take place?

Projects must:

  • Start after the funds are awarded 
  • Take place within the programme period stated in the offer letter
  • Complete all activity and reporting by the final deadline
  • Community Grants should be delivered on or around the duration of the relevant cultural event that it aligns with Small, Emerging and Legacy Grants must be delivered during the London Borough of Culture programme, which is between May 2027 and May 2028
Can I submit something for a project after 2027/2028?

No. Our programme will run for the duration of Haringey’s London Borough of Culture , which is May 2027 to May 2028.

Do I need to find my own venue?

Yes, you should find a venue that is suitable and meets the needs of your project.

However we are working on creating a Friendly Venues Directory to add to our website, which is a list of spaces in the borough that are familiar with Haringey’s London Borough of Culture programme and would welcome an enquiry from grantees. This is intended to signpost people to options across the borough, and is not exhaustive. It is not a guarantee that the venues can accommodate or agree to all enquiries.

However if you have exhausted your options or your venue falls through, where possible we will endeavour to support you and signpost to alternative options. Please email opportunities@haringeycollective.com.

What happens if my circumstances change?

If you face delays or need to change the scope of your project, contact opportunities@haringeycollective.com immediately. We can offer options for extensions or scope changes on a case-by-case basis.

Who is making the decision on my application?

Applications are reviewed by a jury committee consisting of local residents and the London Borough of Culture Team.

How do you handle conflicts of interest?

Jury members must declare any personal or professional links to applicants and will be recused from voting on those specific applications. 

How will my funding be monitored?

Monitoring requirements are proportionate to the size of the grant: 

  • Community Grants follow simplified reporting. 
  • Community and Small Grants do not require an interim report. 
  • Emerging and Legacy grants require interim and final reports.
Under what circumstances would you suspend or terminate a grant?

We will work with you to support successful delivery. However, funding may be suspended or withdrawn in cases of non-delivery, misuse of funds, or breaches of legal or safeguarding requirements.

How can I get involved if I don’t receive funding?

You don't need a grant to be part of the London Borough of Culture! You can:

  • Volunteer at major events
  • Attend workshops and skills sessions
  • Collaborate with other funded projects
  • There will be further open calls for artists throughout the year

Your project doesn’t need to be funded by us to become part of the London Borough of Culture, as long as it aligns to the themes of the year. Please contact us if you would like your project to be badged and promoted as part of LBOC 2027.
