Head of Communications & Engagement
The role will lead the development and delivery of the LBoC communications strategy, ensuring that the programme builds pride, participation and connection across the borough.

About the Role
This role is part of London Borough of Culture Haringey 2027.
We are seeking a strategic, collaborative and creative Head of Communications & Engagement to lead the marketing, communications and audience engagement for London Borough of Culture Haringey 2027.
This is a unique opportunity to shape the narrative, visibility and reach of a major cultural programme for London. The role will lead the development and delivery of the LBoC communications strategy, ensuring that the programme builds pride, participation and connection across the borough while attracting audiences from across London, the UK and beyond.
Working closely with the Chief Executive Officer, Creative Director, programme team and Haringey Council communications teams, you will oversee brand development, digital platforms, content production, media relationships and community engagement. You will also build and lead a small communications team and develop partnerships that ensure the programme reflects the diversity and creativity of Haringey.
This role will play a key part in embedding culture within the borough’s identity and ensuring the legacy of LBoC continues long after the programme year.
Key Responsibilities:
Strategic Communications Leadership
- Lead the implementation of the LBoC Marketing and Communications Strategy.
- Develop and deliver a communications approach that amplifies Haringey’s identity as a borough of creativity, activism and cultural exchange.
- Ensure communications activity supports the programme’s strategic objectives including participation, representation, economic growth and legacy.
- Oversee messaging, tone of voice and storytelling across all channels.
- Ensure the LBoC narrative is embedded across both LBoC communications and relevant Haringey Council channels.
Brand & Digital Platforms
- Lead the development and implementation of the LBoC visual identity and brand guidelines.
- Oversee the development and management of the LBoC website, ensuring it functions as the central hub for programme information, storytelling and participation.
- Ensure digital platforms integrate with CRM and ticketing systems to capture audience data and support evaluation.
- Work with external agency to deliver accessible, engaging and inclusive digital communications.
Media & External Relations
- Recruit and manage an external PR agency or individual to develop and deliver a PR strategy aligned with LBoC objectives, audiences and key milestones.
- Provide strategic direction and oversight of PR activity, ensuring all messaging and outputs align with the wider communications strategy and programme.
- Work closely with the Haringey Council press team to coordinate announcements, align messaging and manage reputational and political considerations.
- Monitor PR delivery and performance, ensuring opportunities are maximised across local, national and international media and that impact is clearly reported.
Community Engagement & Participation
- Ensure communications are inclusive and accessible, reflecting the borough’s communities and cultures.
- Support grassroots organisations, artists and micro-grant recipients to promote their work and participate in the LBoC programme.
- Develop community ambassador networks and partnerships with cultural organisations, schools and local groups.
- Produce mechanisms for communications with underrepresented communities in collaboration with council and programme teams to ensure local residents feel ownership of and connection to the programme.
Team Leadership & Collaboration
- Recruit and lead the communications team including the Senior Content Producer, Marketing Coordinator, external suppliers, freelance staff and work placements.
- Work collaboratively with programme producers, artists and partners to coordinate communications across projects.
- Coordinate closely with Haringey Council communications, culture and regeneration teams to disseminate messaging both internally and externally.
- Ensure effective governance, reporting and alignment with stakeholders including council leadership and funders.
Monitoring, Evaluation & Legacy
- Oversee the implementation of communications monitoring and evaluation frameworks.
- Track and report on audience reach, engagement and participation across communications channels.
- Ensure insights are used to refine communications activity and demonstrate programme impact.
- Develop plans for sustaining key communications channels and relationships beyond Haringey’s year of culture.

Essential Skills and Experience
- Significant experience in communications, marketing or audience development roles (5+ years).
- Experience developing and delivering communications strategies for cultural, public or place-based programmes.
- Experience managing communications teams or projects.
- Strong understanding of digital communications, including websites, CRM systems and content platforms.
- Experience working with media and press, and delivering an integrated marketing, communications and PR campaign.
- Excellent written and verbal communication skills.
- Ability to work collaboratively with multiple stakeholders.
- Strong project management and organisational skills.
Desirable
- Experience working within local government, arts or cultural sector.
- Experience working with diverse communities and participatory programmes.
- Experience overseeing brand development or major campaigns.
- Understanding of evaluation and audience data.
