Project summary

21 Neighbourhood Artworks is a borough-wide series of public art commissions for London Borough of Culture 2027 - Haringey, a Mayor of London cultural initiative. It will feature a series of murals and installations across all 21 wards in the borough reflecting the name and character of the neighbourhood it represents. These artworks will act as a gentle reveal and intention-setting moment, building anticipation and cohesion for the London Borough of Culture 2027 in Haringey.

Installed on visible yet under-appreciated surfaces, the artworks create a borough-wide trail of cultural landmarks, reinforcing local pride and celebrating the distinctiveness of each neighbourhood. These commissions will create opportunities for skills development and meaningful community participation, enhance the public realm and embed culture into everyday journeys, support placemaking, visibility and belonging while fostering shared ownership, connection and pride within the communities.

This project will be developed and delivered in partnership with Haringey Council between May 2026 - May 2027.

We are seeking an experienced freelance Senior Producer & Public Art Consultant or a company to lead on the delivery of 21 Neighbourhood Artworks programme and provide advisory support to Haringey Council on similar public art and creative placemaking projects across the borough.

We are seeking an experienced freelance Senior Producer and Public Art Consultant, or a company to lead on the delivery of the 21 Neighbourhood Artworks programme. This role also requires advising and supporting Haringey Council on similar public art and creative placemaking initiatives throughout the borough, to include but not limited to developing artist briefs and managing calls out.

This is a dual-role position, combining hands-on producing with strategic consultancy. The Senior Producer & Public Art Consultant will lead the planning, coordination and delivery of the 21 Neighbourhood Artworks programme, working closely with Haringey Council, commissioned artists and delivery partners across multiple murals and public art installations.

This role will lead on commissioning processes, artist liaison, production coordination, procurement where relevant, budget monitoring and overall programme oversight. This will be dependent on each ward and the nature of the project. The Senior Producer & Public Art Consultant will also advise Haringey Council on related placemaking projects, including creative commissioning approaches, project development and delivery planning.

Some artworks are already underway, others are being researched and several are to be developed from scratch. For some commissions, Haringey Council will lead on stakeholder management, site management, technical delivery and community engagement with the Senior Producer & Public Art Consultant ensuring this is effectively integrated into overall project planning and delivery.

This role is suited to either an individual producer or an experienced production company with a strong track record of working directly with a variety of artists and in delivering public art, mural and site-specific projects in the public realm.

Key Responsibilities

The Senior Producer & Public Art Consultant will:

  • Lead the coordination and delivery of 21 Neighbourhood Artworks programme on behalf of London Borough of Culture 2027 - Haringey.
  • Provide strategic and practical advice to Haringey Council on similar public art and creative placemaking projects across the borough
  • Manage commissioning processes, including artist open calls and direct commissions
  • Lead artist liaison, contracting and commissioning documentation.
  • Oversee project schedules, budgets, production planning and delivery across the 21 Neighbourhood Artworks programme.
  • Lead procurement and coordination with fabricators, installers and other production suppliers where required.
  • Coordinate permissions, logistics and installation planning alongside Haringey Council and relevant delivery partners.
  • Ensure community engagement activity is reflected in project planning and delivery.
  • Ensure the programme is rooted in Haringey’s neighbourhoods and responsive to local context.
  • Help ensure the programme reflects the ambitions and values of London Borough of Culture 2027 - Haringey.

Essential

  • 7+ years of Senior producing experience
  • Experience of working on budgets in excess of £250,000
  • Experience of working on public realm art projects
  • Experience of working with local authorities
  • Experience developing commissioning processes, including artist open calls and direct commissions
  • Experience of delivering community engagement


Desirable

  • Knowledge of Haringey’s cultural landscape and local context
  • Experience delivering place-based cultural programmes
  • Experience advising local authorities on public arts and placemaking projects
  • Experience working with elected local authority Members
