The Haringey Access and Liberty Advisory group will work to make sure Liberty Festival, and Haringey's London Borough of Culture 2027, are inclusive and accessible, and shaped by the communities they celebrate.

About Haringey’s London Borough of Culture and Liberty Festival 

London Borough of Culture is an initiative launched by the Mayor of London, awarding one of London’s boroughs the opportunity to stage a year-long celebration of arts, heritage and community. It puts culture at the heart of local communities, where it belongs, illuminating the character and diversity of London’s boroughs, showing that culture is for everyone. Haringey will be London Borough of Culture in 2027, celebrating culture that’s created with communities, shared across neighbourhoods, and felt in everyday life.

Haringey’s Liberty Festival will happen in November 2027 and will be part of London Borough of Culture 2027. Liberty Festival is the Mayor of London’s festival celebrating D/deaf, disabled and neurodivergent artists, and events will be taking place across the borough.

‍

Alongside the main festival, two connected opportunities will support participation: a Training and Volunteering programme, and a Liberty Festival Research & Development Open Call.

The Mayor of London’s Liberty Advisory Group (LAG): 

The Liberty Advisory Group provides collective guidance and oversight for Liberty Festival. Members act as critical friends to the festival’s producers, sharing their expertise, insight and perspectives to help shape the programme. They also activate their own professional networks to grow participation and reach new audiences. 

The Haringey Access & Liberty Advisory Group will have a local focus, bringing together local D/deaf, disabled and neurodivergent creative and community voices to help shape Haringey’s Liberty Festival 2027 and wider London Borough of Culture programming so that it is inclusive and accessible, ensuring it is representative of the borough and its communities.

Together, members will help ensure Liberty Festival remains true to its purpose: to spotlight and celebrate the best of disabled and neurodivergent artistry in London, as part of a joyful festival where everyone is welcome.

Haringey Access & Liberty Advisory Group members will: 

• Bring insights of the voices, experiences and expertise of Haringey’s D/deaf, disabled and neurodivergent creative communities 
• Act as critical friends, providing feedback, ideas and guidance to help shape Liberty Festival 2027 and wider programming for Haringey’s London Borough of Culture so that it is inclusive and accessible
• Share local knowledge and insight on accessibility, creative practices, community engagement across Liberty Festival and London Borough of Culture programme delivery
• Help ensure Liberty Festival's programming is, inclusive, and representative of Haringey’s diverse disabled communities 
• Support the visibility of Haringey’s Liberty Festival and London Borough of Culture by sharing opportunities, updates and activity through their networks
• Attend and participate in Liberty Festival and other London Borough of Culture programming and events
• Contribute to evaluation and reflection, helping shape the festival’s legacy beyond London Borough of Culture 2027
• Act in a collaborative and mutually respectful way, as part of a team

Members can take part as individuals, as representatives of an organisation, or both.

‍

Meetings and Commitments:

Haringey’s Access & Liberty Advisory Group will meet every 2 months. Meetings will last up to two hours, and will also require up to one hour of preparation time. 

We aim to hold meetings in person where possible, in cultural and community venues across Haringey, with an online option available for all meetings.

Meeting dates will be shared as far in advance as possible, with at least three weeks’ notice provided.

The first meeting is planned for the last week of September 2026.

Remuneration:

Members may be able to claim a stipend of £30 per hour. This includes those who are not in PAYE employment, are unemployed, freelance, in education, in part-time employment or in employment with a micro enterprise (fewer than 10 employees). 

‍

Each meeting includes up to two hours of meeting time and up to one hour of preparation time, meaning members can claim up to £90 per meeting.

‍

Members can also claim up to £150 per meeting for access costs and expenses, on submission of receipts.

‍

Please note that we cannot advise on how payments may affect individual benefits or tax liabilities. Responsibilities as a member are the same whether or not a stipend is claimed.

Membership:

The Haringey Access & Liberty Advisory Group aims to bring together:

• London Borough of Culture and Liberty Festival programme leads
• Representatives from organisations connected to the programme, as and when needed 
• and through this Open Call, eight D/deaf, disabled and neurodivergent artists or organisations from across Haringey

Who we are looking for:

We’re looking for people with a range of experiences, knowledge and perspectives to help shape Liberty Festival 2027 and London Borough of Culture programming so that it is inclusive and accessible. You don’t need to have experience in every area listed below  – we’re interested in the different skills, insights and connections that people can bring:

You may have some of the following: 

‍

• Experience and knowledge of D/deaf, disabled and neurodivergent-led arts and culture in Haringey
• Experience of the opportunities and challenges involved in commissioning creative works from within the D/deaf, disabled and neurodivergent community
• Experience and knowledge of the opportunities and challenges involved in engaging D/deaf, disabled and neurodivergent audiences and understanding the needs of these communities, particularly in Haringey
• Knowledge and experience of Haringey’s creative communities and cultural landscape, especially within a D/deaf, disabled and/or neurodivergent context
• A connection to and understanding of the diversity of Haringey’s D/deaf, disabled and neurodivergent communities

Selection process:

Applications will be reviewed by a panel made up of members of the London Borough of Culture team and two external panel members, including at least one person with lived experience of disability.

If we need to clarify any information in your application, we may invite you to an informal conversation, at a convenient time for you.

We will let all applicants know the outcome of their application by Wednesday 2 September 2026.
